Das ehemalige Städtische Volksbad wurde 1908 durch eine großzügige Spende des Bürgermeisters und Ehrenbürgers Johann Offner nach Plänen von Valentin Urbani erbaut.
Die Anlage ist im konservativen Jugendstil erbaut. An der Fassade sehen Sie das Wappen mit dem Wolf. Die Anlage war mit Wannen- und Brausebädern, einer Dampfwäscherei sowie einem Freibad ausgestattet und beherbergte Kleinwohnungen. Das Schwimmbad und die Dampfwäscherei wurden geschlossen, nachdem 1966 das neue Stadionbad eröffnet worden war.
Seit der Generalsanierung 1988 wurde das Lavanttaler Physikotherapeutische Institut in diesem Gebäude untergebracht.
