The Austrian Tourist Club was founded in 1869. On behalf of the Central Committee of the ÖTK, the ÖTK Section Scheibbs was founded in 1887. At that time, 26 men from public life in Scheibbs came together for this purpose, including Provost Paul Urlinger, the local priest and dean. It was Urlinger who also erected the Urlinger-Warte, named after him, on the 844 m high Blassenstein, the local mountain of Scheibbs.
