Die Rurtalsperre setzt sich aus dem im Vordergrund sichtbaren Obersee und dem nördlich anschließenden Hauptsee zusammen. Sie ist mit einem Beckeninhalt von rund 200 Millionen Kubikmetern die größte der 9 Talsperren in der Nordeifel. Die Stauseen dienen zur Bereitstellung von Trink- und Brauchwasser, dem Hochwasserschutz, der Niedrigwasseranreicherung und der Stromerzeugung. Der Hauptsee der Rurtalsperre, der "Rursee", bietet außerdem viele Möglichkeiten zur Freizeitnutzung.
Der Talsperrenbau in der Nordeifel begann um 1900. Ausschlaggebend war der unausgeglichene Abfluss der Rur. Immer wieder verursachten katastrophale Hochwässer große Schäden entlang des Flusses. In den Trockenmonaten im Sommer führte die Rur jedoch so wenig Wasser, dass keine ausreichende Versorgung von Haushalten, Industrie und Landwirtschaft möglich war.
