In früheren Urkunden Oberer Turm oder Hoher Turm genannt, erbaut um 1150 als Bergfried der 1095 erstmals erwähnten Burg Haigerloch.

Zum ersten Mal schriftlich erwähnt im Jahre 1375. Der Turm stammt also nicht aus der Römerzeit. Erst im 19. Jahrhundert stellte jemand fest, dass es sich um ein romanisches Bauwerk handelt, daher der Name "Römerturm". Früher trug der Turm einen Fachwerkaufsatz mit Krüppelwalmdach. Seine heutige Gestalt erhielt der Turm 1744 bis 1746 durch den Haigerlocher Baumeister Christian Großbayer anläßlich des Umbaus zum Glockenturm für die nur wenige Meter entfernt stehende Oberstadtkirche St. Ulrich, die leider 1839 völlig abgerissen wurde.
