...Es wurde von dem Ratsmitglied und Baumeister Viktor Kretz im Jahre 1784 gebaut. Dieses Meisterwerk sollte beherrschend im Mittelpunkt der Stadt stehen. Die Fassaden strahlen eine Art Übergangsstil vom Rokoko zum beginnenden Klassizismus aus. Sehr festlich wirken die Pfeiler und Rundbögen, die zu einer offenen Halle führen.
Auf dem gekonnt gestalteten Dreiecksgiebel schuf der Gengenbacher Bildhauer Peter Schwab die formschönen Figuren, Justitia und Prudentia, umkrönt von einem mächtigen Adler, der das Stadtwappen trägt. Unter dem kunstvoll gearbeiteten Balkongeländer wurden die vier Konsolen mit Köpfen gestaltet, die die Erdteile Europa, Asien, Afrika und Amerika darstellen und Weltoffenheit demonstrieren sollten.
