Budova sídla Turčianskej župy bola postavená asi v roku 1743 na mieste bývalej stredovekej osady. Pôvodne to bol jednoposchodový objekt, druhé poschodie bolo pristavené neskôr. Ako súdny adjunkt tu v roku 1858 – 1859 pôsobil i romantický štúrovský búrlivák Janko Kráľ. Odkazuje na to aj pamätná tabuľa na jednom z múrov budovy.
Od roku 1987 je sídlom Turčianskej galérie. Jej stála expozícia „Výtvarné umenie Turca 20. storočia“ odhaľuje také skvostné osobnosti nášho výtvarného umenia, akými sú Janko Alexy, Ľudovít Fulla, Martin Benka, Mikuláš Galanda či Miloš Alexander Bazovský. Budova je súčasťou mestskej pamiatkovej zóny a ústredného zoznamu pamiatok.
Galéria okrem pravidelných výstav i komorných koncertov cyklicky usporadúva aj jedinečné medzinárodné podujatia – Bienále fantázie (pre deti) a Bienále knižného umenia (pre tvorcov kníh).
Vzdelávacie programy, ktoré pripravuje galéria pre školy a komentované prehliadky výstav prispievajú k obohateniu kultúrneho života v Martine a okolí. Poskytujú tiež návštevníkom jedinečný pohľad na slovenské umenie a kultúru a podporujú tvorivý rozvoj miestnej komunity. V roku 2024 otvára galéria novú stálu expozíciu, ktorá je venovaná významnej osobnosti slovenskej výtvarnej moderny Mikulášovi Galandovi.
