Der Dom, der seine Bezeichnung nicht dem Status als Bischofskirche, sondern seiner Bedeutung für die Region verdankt, gilt als größter "Dom" zwischen Köln und dem Meer. Die Grundsteinlegung des Doms erfolgte im Jahr 1263.
Für Pilgerer und Wallfahrer wichtig ist sicherlich der Namensgeber des Doms, der Heilige Viktor, dessen Gebeine im Schrein im Hochaltar ruhen. Auch der Heilige Norbert wird in der Stadt besonders verehrt: er war einige Zeit seines Lebens Stiftsherr in Xanten. In der Krypta des Domes entstand 1966 eine Mahn- und Sühnestätte für die Opfer des nationalsozialistischen Terror-Regimes. Die Sarkophage Gerhard Storms, Heinz Bellos und des 1996 selig gesprochenen Karl Leisner wurden hier beigesetzt.
Der Dom ist mit Kunstschätzen reich ausgestattet: hier befinden sich sakrale Kunstwerke wie Wandteppiche, Tafelbilder, Glasfenster, Skulpturen und Schnitzwerke des Chorgestühls im Inneren des Doms. Von herausragender Bedeutung sind die zahlreichen Altäre.
