Inmitten des barocken Rosengartens an der Blies liegt der Stengel-Pavillon. Dieser wurde um 1758 durch Friedrich Joachim Stengel für den Fürsten Wihelm Heinrich von Nassau-Saarbrücken gebaut. Das zweigeschossige, barocke Gebäude mit rocaillegeschmücktem Portal und Mansardendach diente dem Fürsten als Jagd- und Lustschlösschen und war Ersatz für das wegen Baufälligkeit abgetragene Renaissance-Schlosses.
Der Rosengarten um den Pavillion herum entstand im Jahr 2000 und wurde vom Landkreis Neunkirchen der Stadt Ottweiler zum Jubiläum „450 Jahre Stadtrechte” übergeben. Auf dem Weg durch den Rosengarten auf das Gebäude zu, ist ein Kreuz aus Bodensteinen gestaltet worden, von dem man die Vorderfassade des Stengel-Pavillions betrachten kann.
