Am 26. August 1939 beginnt die verschärfte Kontrolle der Grenze. 1942 stehen an der Montafoner Grenze zur Schweiz und zu Liechtenstein bereits 709 Zollbeamte im Einsatz, hinzu kommen 3221 Reservisten. Niemand soll mehr ohne behördliche Genehmigung das Deutsche Reich verlassen können, niemand mehr über die Silvretta-Pässe fliehen.

Die «echten» reichsdeutschen Beamten allerdings, die sollen doch lieber im Tal unten geblieben sein, in Gaschurn und Partenen, wo 14 neue Häuser mit 30 Wohnungen weit mehr Komfort boten als die Höhenstützpunkte und die Postenhütten in den Bergen oben.

19 Höhenstützpunkte sind zur Grenzbewachung ab 1938 zwischen der Dreiländerspitze und der Schesaplana erbaut worden, alle auf Höhen zwischen 900 und 2700 Meter. Hinzu kommen zahlreiche Postenhütten und Unterstände. Auch viele Schutzhütten der Alpenclubs wurden während der Kriegszeit von Beamten besetzt und für Zivilisten gesperrt.

Damit hatte die Grenzgeschichte ihren traurigen Höhepunkt erreicht. Der Fluchthelfer Meinrad Juen aus St. Gallenkirch brachte zwar nach heutigem Wissenstand 42 Juden über die Grenzen in die Schweiz, Tausende Flüchtlinge aber wurden vor der Grenze abgefangen, Tausende auch von der Schweiz zurückgewiesen.

Grenzbeamte und «Finanzer» waren in der Silvretta schon im 19. Jahrhundert im Einsatz, als der alte territoriale und kulturelle Flickenteppich der Silvretta topografisch und nationalstaatlich fixe Flächen und Grenzen erhalten sollte. Damals allerdings gings noch darum, den Warenschmuggel zu unterbinden. Kaffee, Tabak und andere Güter sollten nicht mehr ohne Zollgebühren über die Grenzen gelangen. Das aber leuchtete vielen Menschen nicht ein, denn über Jahrhunderte war es selbstverständlich gewesen, dass Säumer, Hirten oder Wanderarbeiter Vorräte, Geschenke und anderes mehr über die Pässe der Silvretta transportierten.
