Die Anlage Moorenhöhe wurde Ende des 19. Jh. gebaut, und ist benannt nach Theodor Mooren, 1881-1905 Bürgermeister der Stadt Eupen. Mooren ist vor allem wegen seiner Bemühungen um die Verschönerung des Stadtbildes in Eupens Geschichte eingegangen; sein Wahlspruch: "Auf jeden leeren Raum pflanze einen Baum!"
