Oberförster Ganter war von 1876-1895 Dienstvorstand des Städtischen Forstamts Villingen. Ein Forstmann, der sich durch ungewöhnliche Tatkraft. Durchsetzungsvermögen, große waldbauliche Fähigkeiten und Weitsicht auszeichnete.
Er vertrat die Auffassung, daß der Villinger Stadtwald sich in besonderem Maße für die Erholung eigne. Er baute zahlreiche Wanderwege und Einrichtungen, wie z.B. den Aussichtsturm auf der Wanne.
Zur Finanzierung all dieser Vorhaben gründete er den Villinger Verschönerungsverein.
Aus diesem Verein ist 1888 der Schwarzwaldverein - Ortsgruppe Villingen - hervorgegangen.
