Das Forum war das Zentrum der Politik und der Öffentlichkeit. Bei der Basilica und der Curia handelte es sich um die wichtigsten Verwaltungs- und Versammlungsräume der Stadt.

Die Verwaltung der Stadt war jener Roms nachempfunden. Öffentliche Ämter waren eng mit Ansehen und Stand verbunden, wer decurio war, gehörte der römischen Aristokratie an. Die Standeszugehörigkeit war unter anderem an ein Mindestvermögen gebunden, denn von den Angehörigen der Aristokratie wurde erwartet, dass sie große Beträge für soziale Zwecke spendeten und öffentliche Bauwerke wie Bäder, Tempel und Theater finanzierten.
